My 21 month old split his head open and received?

My son is 21 months old and he fell tonight and split his head open we took him to the er and the dr. wiped it clean with a paper towel and tap water then told us he needed staples when I teared up she looked at me and said its not that tramatic i let it go being more worried about my son then her ignorance she came back in and had his dad hold him and stapled his wound. She didnt clean it at all no sanitized water no cotten all she did was put on gloves. She gave no antibitoic no cat scan or xray and sent us on our way. Is this normal for a head wound expecially on a baby??? Or do I need to get a second opinion?
