Does anyone know what this movie is? I've been trying to figure it out for months!!?

There are two men, one in a wheel chair, and one who is basically living the other guys life. I believe it came out in the 90's. And is based in the future. He creates fake finger prints and contacts to p a biometric scan, to match this other guy. He scrubs off every inch of hair on his body so he doesnt get caught. He is doing there things so he can get into a company as a worker. I'm sorry I cant remember much else. Please someone HAS to know what it is!! Thank you..
