Is my landlord allowed to prevent disconnection of my utilities?

Tell your LL that you HAVE to transfer the utilities to your new place. Since you already move out and he's o.k. with that then he should take over the utilities as well. Is he going to show the unit to prospective tenant? He need the utilities hook up in order to show the place.
