Sims 2 help!!!!!!!!!!!!!!!!!!!!!?

ok so right now i havent got very far but im sooo lost! I have that one guy in the pent house is paying NOTHING! i gave him 1000 for his cousin or something and have someone in the small room. well no in the game im broke! i only have 304. and Everyone in the game keeps saying bring your hotel up to a 20%. and now its at 6%. how do i do that?
